A great find or perhaps terrible find - a Galli (Stronglight) incomplete plastic superlight headset. The nut alone is probably worth the price of admission (if you need it). Threading appears to be BSC (or maybe ISO? - threads nice on a modern non-French steerer we have here).
Even if complete, it seems like a scary proposition to use such a lightweight headset. This one is missing the bearings, the bearing races, and the lockwasher. This is a headset that uses needlebearings. We figure folks will buy this for display or for the top nut (which we think in aluminum) or perhaps as parts to help display a frame and fork (bearings would help but maybe you can improvise).
We have a few of these - some shop wear hear and there, and you can see the nut has some writing rubbed off from handling. Figure the one you get will be similar in quality to the one shown here.
