Campagnolo Super Record Italian thread headset may be NOS with mild shopwear, a bit of dirt, and used bearings.  The parts have a richer anodized look which is nice (and often earlier.  The nut has some marks/dirt but not from a wrench as best as we can tell.  The bearings are an afterthought and are used.  You can always use loose ball, of course, which is typically better anyway.  We really don't see that the parts here were used.  Take a look at the photos.  If you want a headset for a newely painted bike or an NOS frame, then perhaps this is a way to get a fresh headset at a discount!
